Just Dreamweaver has some really cool theme building tools for Dreamweaver that include support for tags and loop functions. They even include the Fireworks original graphics. Their site has some instructions for how to use their Wordpress themes and tools in Dreamweaver and Fireworks.

Even if you don't use Dreamweaver or Fireworks - you should follow the link because they have 8 Premium Wordpress themes for free that you can download and use!
