There's no reason to if you know how to create a theme template - you can put PHP code there. PHPExec is dangerous because if someone gets posting access to your blog they can use whatever code they want to destroy your site. Also, PHPExec has known conflicts with tons of plugins - AND it slows down blogs. I would recommend not to use PHPExec.
